As the PS4 is the dominant platform of those three in Japan, as the Xbox One is a total non-event here, it makes sense that the game will be just limited to that console.
The game itself is a continuation of the first Dragon Ball Xenoverse that was released last year and sold around 2.5 million copies globally.
It’s no doubt that due to the success of the first game that this new game is now on the way. However, one big difference here is that the original Xenoverse supported consoles like the PS3 and 360 from the last generation, whereas Xenoverse 2 is entirely focused on current hardware.

That said, the engine being used for Xenoverse 2 looks very similar to the one the previous game had but I wouldn’t be surprised if Dimps, the developer behind the game, will optimize it further for a console like the PS4.
Like the first game, players will be able to travel through time and fix events in the Dragon Ball narrative.

Considering how incredibly powerful many of the characters are in the Dragon Ball universe and that much of the combat is airborne, the first Xenoverse did a great job of handling all that in functional sense.
With any luck Dimps will continue down that path and we should up with something at least as good as the first game if not a whole lot better.
Dragon Ball Xenoverse 2 is released in Japan this Winter on PS4. The Western release date is currently not known but the game is expected to ship on PS4, Xbox One and PC.
