The Project assessed Calatrava’s cost estimates and the potential for cost reductions in Calatrava’s design, including; reducing material and construction costs, removing or reducing elements of the Calatrava design. The Project also assessed alternative crossing options that would provide a functional road crossing at less cost. Valid alternative design options were constrained by the engineering challenges presented by the length of the crossing, shipping navigation and aircraft flight path constraints, air field height restrictions, impact of various structures on the look of the Doha Bay and ultimately road user safety. As a result, it was determined that a combination of tunnels and bridges would be required to ensure a safety.
