WASH Project Assistant (Hygiene Promoter)-Al-Turba , Taiz(National Position - Yemen
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Main purpose of the position is to ensure quality implementation of the Shelter/WASH activities. The WASH officer will facilitate the implementation of Hygiene promotion activities. He/She will also will support in Need assessment, coordination and provide support in planning and designing of NRC’s future programming.
Job description
• Jointly with the NRC Health Engineer assist the implementation of components of NRC’s Shelter and Public Health Programming, ensuring full compliance with required standards.
• Support the community based public health promoters/water users in the field location to develop a work plan for incorporation of public health issues in their locations which will also including the formation and training of water users’ groups and the establishment of village/camp level public health and hygiene awareness campaigns.
• Jointly with the NRC WASH Engineer, EFSVL, and MEAL team support on conducting assessments to determine program needs, awareness campaigns, water quality control and chlorination, and sustainable water use practices to partner organizations and water users’ groups.
• Provide capacity building support to Health promoters HP’s as per the capacity building guidelines developed by the WASH/Shelter officer or line manager.
• Mobilize communities towards increased awareness about personal & community hygiene.
• Create community groups and empower them to develop a sense of ownership of assets, After water rehabilitation activities.
• Ensure that all programme interventions take gender issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision-making around public health and Water Engineering issues.
• Ensure that all work carried out as part of NRC’s Emergency Water Sanitation and hygiene programme meets the required standards and follows approved procedures.
• Any task reasonably assigned to you by your line manager or designated person
• Produce regular weekly/monthly reports and submit to the WASH/Shelter officer.
• Supervise and monitor the distribution and proper use of non-food items/ hygiene kits to IDPs/host communities.
• Participate on the development of culturally appropriate IEC materials and conduct pre-test at community level to inform if any adjustments required.
Qualifications
• Technical background in Hygiene promotion and Public Health and a University Degree in Social sciences or Public Health.
• Proven practical experience on WASH, NFI distribution, cash transfers and monitoring/supervision of emergency NFIs distributions for at least 1 year preferably with an INGO.
• Proven ability to use MS Office software (especially Word and Excel)
• Previous experience in working with E-Voucher systems is an asset.

• Diplomacy, tact and administrative skills in order to work with people at managerial and, on occasions, senior government levels. The post holder should also be at ease in working with local people.
• Willingness to travel at short notice, and often in difficult circumstances.
• Good understanding of spoken and written Arabic and English working level is essential.
• Commitment to humanitarian principles and action and to NRC equal opportunity and gender policies.
• Computer knowledge and skills of using Microsoft word, power point and excel.
• Knowledge of different working standards/qualities including sphere.
• Knowledge of assessment and reporting methods.
• Good team player.
