Position: Compliance Officer, Aden/ Lahj
Reports to: Compliance Manager, Sana'a
Location: Based in Aden with 50% to 75% travel to field sites and country office in Sana’a

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Context and Background
International Medical Corps is anticipating funding for an emergency assistance project that will start in September. Through the Emergency Assistance to Vulnerable Population in Yemen project, IMC will address health concerns and immediate malnutrition as well as underlying causes.
JOB SUMMARY
The Compliance officer will provide support to the Compliance coordinator / manager in order to assist IMC Jordan program to effectively oversee the operations of country program in order make sure the Country program is in compliance with IMC policies and procedures, Local laws and donor regulations. He /She will be based in Amman, Jordan and will assist the Compliance Coordinator in overseeing the day-to-day operations of the country program.
Scope of Work:
Program Monitoring and Compliance:
The Compliance officer will work closely with the compliance manager and program staff in order to establish programmatic checks which can be put in place (for example: responsibilities in reviewing and approving sub award reports prior to payments are issued, oversight of remote monitoring, etc.).
Conduct regular field visits to program sites in order to identify any areas of weaknesses, prepare accurate and timely reports.
Sub award Management:
The Compliance officer will be responsible for;
Comply with and enforce IMC’s sub award Manual, including required procedures and documentation;
Help the compliance manager in overseeing the partner selection process.
Be part of the Pre award assessment process to review sub recipient’s systems and evaluate their capacity as part of the evaluation team.
Regular visits and monitoring of sub recipient’s activities by visiting to their offices.
Provide regular support to program and finance staff in the oversight of sub recipient activities;
Provide in-person and remote capacity building and/or training to partners in financial management, reporting and compliance.
Keep track of payments made to the sub grantee as well as their reporting deadlines
Procurement
The Compliance officer will assist the compliance coordinator in
Provide the final review of procurement transactions, over an established threshold, to ensure adequate supporting documentation, compliance with IMC’s Procurement Manual and donor regulations;
Conduct and document the IMC Offer Verification Process by physically visiting the vendor’s business locations.
Finance
Assist the compliance manager in ;
Review of safeguards and controls to prevent security and safety of assets,
Review of compliance with donor reporting to ensure accuracy and timely submission,
Review of monthly financial package/reports before submission to donors and split,
Review the adequacy & fair cost allocation (Cost Allocation Methodology)
Human resources
The compliance officer with the help of compliance manager review
The payroll month preparation and transfer process every month.
Review the process of hiring and firing of HR
Other
The Compliance officer will:
With the help and guidance of compliance manager take part in investigations as and when required, prepare investigation reports with recommendations.
Any other tasks assigned by the compliance manager
MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES
QUALIFICATION
• Bachelor Degree in relevant field, Master degree holder in business-related field. CPA or ACCA license, CIA certification or similar professional designation will be considered as advantages.
EXPEREINCE
At least 4 years progressively responsible in auditing experience (Internal/External audit) ,compliance
Minimum 2 years as management experience
Experience in working for a global or not for profit organization
KNOWLEDGE SKILLS AND ABILITY
Proficient in using Microsoft Office (Excel, Word, Power point) , cognos
Commitment to International Medical Corps values.
Ability and willingness to adapt to changing work practices.
Willingness to travel to very remote and insecure areas when required.
Highly organised with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trai
