CSE Engineers’ work involves the development of both hardware and software systems, as well as testing and documentation, using state-of-the-art equipment and facilities within CSE's two main engineering groups: the SIGINT Engineering Group and the Information Technology Security Group.
The first group develops and implements unique telecommunications systems, which involve signal detection, data acquisition, digital signal processing and computer networking, as well as baseband, VHF, UHF, microwave and satellite communications systems and their computer control.
The second group works with various federal departments and with Canadian industry to ensure the protection of information held by the government of Canada. Their fields of expertise include computer and network security, Internet security and firewalls, cryptography, wireless/mobile security and the evaluation and testing of security products.
Position Type :
The intent of the process is to create an inventory of qualified candidates for current and future needs. Permanent positions, with a one (1) year probation period.
Typical positions include :
Software development
Programming in C/C++, Java, Perl or other scripting languages in a Unix, Linux, Windows or other OS environment.
Experience with one or more of the following would be an asset:
Developing on UNIX, shell scripting.
Object-oriented analysis, design, and implementation.
Network programming.
Reverse engineering tools and techniques.
Digital Signal Processing
Developing algorithms for information filtering, extraction, and visualization.
Experience with one or more of the following would be an asset:
Speech analysis.
Audio compression algorithms.
Artificial intelligence (AI), e.g. neural nets, machine learning.
Data mining.
Image processing.
Embedded Systems Programming
Programming embedded systems using C or assembler.

Embedded PC hardware or VME-based single board computers.
Real-time kernels for embedded systems.
Hardware Design
Designing digital electronic circuits.
Experience with one or more of the following would be an asset:
A hardware description language such as VHDL.
The use of a CAD tool for design entry (e.g. Mentor Graphics Design Architect).
An FPGA synthesis tool (e.g. Xilinx Foundation Express).
Telecommunications/Network Engineering
Designing, configuring, and analyzing local-area and wide-area communications networks.
Experience with one or more of the following would be an asset:
TCP/IP, Ethernet, xDSL, ISDN, ATM, SONET.
IT Security, e.g. cryptography, firewalls, Public Key infrastructure (PKI).
Communications modulation theory, encoding algorithms.
Salary Range:
Salary range upon hire will be determined based on the level of competency demonstrated during the selection process):
UNI-07 level: $73,850.00 - $86,881.00 per year
UNI-08 level: $78,820.00 - $92,731.00 per year
UNI-09 level: $84,552.00 - $99,470.00 per year
These positions are currently eligible for a market allowance ranging from $7,960 to $11,516 annually.

Education :
University degree * in electronics, electrical or computer engineering with a particular interest in the fields of telecommunications and electronics, specifically in the integration of systems and in systems research and development.
* 3rd and 4th year university students who are currently completing their degree are eligible to apply but will not start employment until they have completed their degree.
Competencies :
Candidates must be motivated, capable of analysing problems and recommending solutions, and have good communications and interpersonal skills, combined with a solid technical background.
