First, this should be discussed with the personnel directly involved. If this does not achieve the desired result (remembering that they may give information about the prisoner which changes your mind), you should progress through the staff hierarchy until a satisfactory outcome is achieved. This may require resort to senior medical persons in the Ministry. It may be necessary to refuse to examine patients under unsatisfactory conditions (save in emergencies) until the matter is resolved.
Exercise
What do you do if there is no response from the persons to whom you have reported a prima facie case of ill treatment after you have sent reports in cases where you consider it is clear that ill treatment has taken place? Equally, what do you do if your statistical returns on the apparent incidence of violence are showing a marked increase and there appears to be no reaction from the prison administration?
