The present study aimed to identify the list of professional competences of teachers of Physical Education For Special blind capacity, and build a training program based on this list of professional competences, the researcher used the descriptive survey manner, and represented the research sample in (31) of the Teachers of Physical Education For Special blind capacity schools blind and visually sight Arab Republic of Egypt, and moderators of sports activity associations with special abilities blind Arab Republic of Egypt, who obtained a Bachelor of Physical Education, the researcher used the questionnaire and card arbitration training program validity as tools for data collection, One of the most important findings of the study is determining the list of competencies of professional teachers of physical education for people with blind included (41) is fall under four main themes (competences of planning, competences of implementation, competences evaluation, competences of personality traits), it came four professional competence axes list degree of great importance from the point of the research sample of view, and in order of importance came relative to the axes of professional competences so that got the competences of personal attributes on the highest importance, while the competences of execution came in second place followed by the competences of planning in third place, while the competences evaluation came in fourth and last place in terms of importance, Training program based designed the competencies so that included one general goal, and (4) sub-goals, achieved in (36) goal procedurally distributed on (11) training session by (3 hours) for each training session, a total of (33 training hours) for the program, and agreed expert opinions on the validity of the training program based on competencies professional teachers of Physical Education for people with special abilities blind.
