The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs The Senior Protection Officer will be responsible for supporting NRC’s Yemen programme to ensure that our activities are implemented in the safest and most inclusive way possible. In particular, the Senior Protection Officer will support protection mainstreaming within NRC’s Yemen programme in line with NRC’s Protection Policy and global protection standards The Senior Protection Officer will work with programme and support teams to assist in the development of mainstreaming tools and guidance in their programme cycle management and will support staff and contractor capacity building through trainings and awareness raising sessions on key issues such as inclusion and protection standards. The Senior Officer will support in identifying gaps in terms of field-based support and, whilst currently the role does not involve management responsibilities, they will line manage any additional field-based staff as relevant. The Senior Protection Officer will hold regular meetings with identified Programme referral focal points to ensure quality in NRC’s response to cases. The Senior Officer will develop strong working relationships in Sana’a and at field levels with different actors, and provide regular context analysis updates to the Advocacy and Community Services Adviser. *Females are highly encouraged to apply.Job description• Support the implementation of NRC’s global standards within Country Office through working with programme management and support staff.• Assist in developing tools and guidance and continually update action plans to ensure integrated and safe programming.• Support the training, capacity building and mentoring of field staff and awareness raising of non-staff (contractors and incentive labour) on minimum protection standards, inclusion, and safe programming.• Identify gaps in terms of field-based support and line manage any additional field-based staff in order to ensure support to programme management on specific programme initiatives and staff mentoring.• Convene regular meetings of Programme Referral focal points to ensure quality in line with NRC internal SOPs.• Develop strong working relationships at the Sana’a and field level with external actors (as relevant) and partners. Represent NRC at the field level in coordination meetings.• Produce regular context analysis updates and contribute to programme development discussions.• Ensure compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these.• Assist in developing systems and SOPs and supporting their implementation.• Identify, analyse and evaluate key processes and gaps in the team activities and make recommendations for improvement.• Liaison and collaborate with relevant local authorities and/or stakeholders. Qualifications• Solid experience of working in the fields of inclusion, community services, protection or similar (at Officer level or equivalent) in a humanitarian/recovery context .• Previous experience of working in complex and volatile contexts.• Documented results related to the position's responsibilities.• Experience working in coordination and liaising with external actors .• Experience developing and delivering trainings and good presentation skills in Arabic/English.• Ability to multi-task and work with short deadlines.• Ability to work independently and proactively with limited daily support and supervision .
