(b) if, however, the Lessor in its absolute discretion permits the Lessee to regularise and retain the encroached area upon such terms and conditions as may be stipulated by the Lessor and the relevant Government Instrumentalities, pay additional premium for the encroached area based on the market premium prevailing on or about the date on which the encroachment commenced and for the full term of this Lease as may be determined by the Lessor, and also pay all survey fees, amalgamation fees, legal fees (including solicitor and client costs and expense),
