Oxfam announces the following vacancy for its programmePosition: Security Officer - (1 position) Location: TaizContract Duration: 6 MonthsGrade: D2Publishing date: 28/11/2016 Closing Date: 12/12/2016KEY RESPONSIBILITIES:Analysis (working with the Program Manager and other Security People to:)Support the development and maintenance of a comprehensive context analysis and risk assessment.Maintain contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information.Undertake regular and ad hoc security assessment missions as requested, in order to gather information and to analyse the overall security situation in existing and potential areas of intervention.Security SystemSupport Taiz Program to develop a security management system which includes a security management strategy (including detailed acceptance strategy) and plan and allows for the continuous updating of security measuresMaintenance and updating of security reporting systems from the field and at Sana’a levelWork with the Program Manager and other Security people with regard to implementing and updating the security management plan.Ensure the security management system is in line with existing Oxfam security policies, protocols and approach.Support the supporting departments (HR, Administration and Logistics) to have in place an appropriate system to facilitate good security management.Support to Program Manager and other senior staff to manage security incidentsSupport the day-to-day implementation of Standard Operating Procedures.Establish and maintain security communications trees in Sana’a and support development and maintenance of trees in all field locations.AwarenessSupport Taiz management staff in identifying the security learning and development needs of staff, delivering training if needed or appropriateDeliver appropriate briefing to staff and visitors as requested.Ensure that the Welcome Pack is updated regularly and contains relevant security information.Ensure that an appropriate system is in place to provide security information to travellers in advance of their departure.Build the capacity of the security focal points.Contact:ExternalWith local stakeholders such as government, (INGO’s, UN, partners, communities to share and exchange information.To represent Oxfam GB in security meetings as delegated by the Program ManagerInternal:With Security and senior management staff to inform and co-ordinate on security issues.With Security Focal Points and other relevant staff in order to ensure that the security management system complements the programme activities and vice versa.With the relevant support staff in order to ensure that all logistical, financial, IT, HR and administrative elements of the security management system are implemented.SKILLS AND COMPETENCE:Practical experience of security assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations,Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.Ability to advise and support field staff in a consultative manner.Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
