CARE International in Yemen is currently seeking for a Field Engineer for the food insecurity in Abyan and Lahj governorates by providing food-insecure households with cash-based safety nets. By providing cash, the project will improve vulnerable families’ access to food and will provide them with much-needed income support, enabling them to access other essential non-food goods and services. The project supports the recovery and resilience component of the Protracted Relief & Recovery Operation in Yemen (PRRO), with an emphasis on providing protective and productive safety nets, and strengthening the livelihoods of vulnerable and food insecure households
Field Engineer in Abyan
Location: Lahj, Yemen
Duration: 5 months
Responsibilities:
Project planning and implementation
• Identify the community assets and infrastructure that need rehabilitation/construction/improvement works on the basis of consultation with the community committees and members of the local council in the target villages/area.
• Plan project construction activities in coordination with the project officer and project staff
• Lead role in designing/reviewing/developing construction related documents (e.g. designs, BOQ, tender documents, monitoring forms and payment disbursement forms/documents)
• Determine scope for chosen works, including technical specifications
• Assess on-site progress and develop site selection criteria, as per the technical assessment.
• Coordinate closely with M&O unit to prepare the appropriate formats concerning construction and/or rehabilitation works as food for work and food for assets such as (Daily Attendance Sheet, Receipt of Tools, Weekly/Monthly summary work…etc).
• Participate in the tender analysis process and contracting, as per project officer’s request, and ensure tenders are carried out according to CARE standards.
• Develop new field/construction management/monitoring plans, in line with other activities, to ensure coordination and efficient use of resources
• Visit the field to ensure contractors and/or skilled and unskilled laborers are respecting all aspects of CARE standards
• Monitor resources and coordinate vehicle usage in the field with project staff
• Assist the M&E officer in developing and implementing the monitoring and evaluation (M&E) system for the program, ensuring community participation
• Assist the M&E officer to establish coordination and information systems with project partners and key stakeholders, particularly those responsible for monitoring and evaluation.
Liaison
• Organize and coordinate meetings on construction related issues when required
• Support project officer in communication with district and local authorities about construction, land and site assessment.
Training and Record Keeping
• Participate and lead in developing training material for community-based project construction, monitoring and maintenance
• Conduct sessions with other project staff to discuss construction needs, community participation and to ensure quality construction work.
• Write/compile monthly construction progress reports, and translate as required.
• Perform other duties as assigned
Required
• Bachelor’s degree in Civil /Environmental Engineering.
• Good communication skills with the host communities and Internal Displaced Persons (IDPs)
• Experience in conducting trainings
• 3-5 years of experience in project-related activities, specially, in the field of cash/food for work in the rural areas
• Ability to work under pressure
• Sensitive to gender issues and Gender Equity and Diversity (GED) principles
