2.4 Remittances from Arab and Gulf Countries (not processed via Swift)
Incoming remittances (money transfer other than Swift channel) from Arab Banks and Arab Exchange Companies, are first handled at the Payment Dept. where they are received via e-Mail (encrypted message) or through a Website (password needed). Before transferring messages to the Branches for the subsequent payment. senders and beneficiaries have to be screened manually against blacklists through a World-check access using the phonetic matching for arab names, as requested by the ISP AML Dept.
In order to automate the controls on those occasional clients. the Bank is implementing a project (""Customer Prospect Program""), with the aim of entering those client identification data, through the CRM module, in the core banking system, thus allowing the subsequent Risk Profiling through Norkom Detica and screening through the World-Check lists.
Considering the huge number of transactions to be screened (in the period January — September 2014, Alexbank received about 760.000 remittances from various Arab and Gulf Banks and Money Transfer companies, amounting to USD 1 bn), and before the implementation of the above mentioned project, the Bank adopted as a tactical solution, the following control steps (agreed with ISP AML):
- Payments Dept. should screen every transaction above Usd 5.000, through a World-Check access right;
- Branches should screen every transaction regardless of the amount, through the lists available on the banking portal.
In order to control the risk profile of those remittances, we verified on a sampled basis the related handling process at Payment Dept., and we noticed the following weaknesses:
- staff involved in the screening of remittances was not aware of the current threshold of USD 5.000:
- screening was executed only for few senders/beneficiaries (on a random basis), regardless of the above threshold and after having made funds available to the Branches entitled for payment;
- searching on World-Check was executed only through ,,full matching"" option, and not with the phonetic matching;
- screening, when executed, was not traceable, since no audit evidences were properly filed.
At Branch level, the screening of all remittances should consider all mandatory lists (including ISP and local lists) highlighted in the „Control Objectives for foreign subsidiaries"" updated last August by ISP AML Dept. We verified the completeness of blacklists for the execution of screening and we noticed that the only available lists resulted to be:
- OFAC specially designated blocked persons list;
- Al Qaida associated individuals and entities.
In order to ensure necessary screening of all the remittances executed not via Swift against the blacklists it is essential to complete, under the supervision of the ISP AML function, the „Customer Prospect Program"". Furthermore it is advisable to evaluate the possibility to grant a full World-Check access to the branches, in order to ensure the screening against all mandatory blacklist of i) sender, in case of incoming remittances: ii) sender/beneficiary in case of unavailability of the system (manual/alternative procedures)."
