• Respect and follow the key Federation technical documents (WatSan policy, Strategy 2020, Health & Care policies, GWSI, MDGs, SPHERE, PHAST, etc.).
3.Design and Manage Monitoring and Evaluation
• Assist assessment and evaluation teams for developing tools and carrying out assessment/ Participatory Rural Appraisal (PRA)/ Vulnerability and Capacity Assessments (VCA), reviews and evaluation as planned.
• Assist Programme Officer (PO) and Field Officer (FO) to conduct baseline survey for programme implementation at community level.
• Ensure that programme funds are spent according to the programme objectives and donor requirements.
• Facilitate in developing/adapting monitoring tools, IEC/BCC materials, training manuals on WASH etc.
• Conduct regular and frequent monitoring and supervisory visits to the programme sites and participate in periodic reviews and evaluations.
• In consultation with the PO ensure that programme implementation of WASH and structural mitigation activities is in accordance with the YRCS, the DRC and EuropeAid policies and guidelines.
• Ensure that good practices and lessons learned on WASH are captured through various mechanisms within YRCS and DRC.
• Introduce new approaches as rain water harvesting for increasing access to safe water by mobilizing local communities.
• Support the Programme Officer, Health & Care Coordinator and Programme Delegate to ensure the implementation of appropriate monitoring tools, analyse the data and if necessary take corrective measures to ensure that outputs and immediate objectives are being achieved.
4.Coordination and Partnership
• Establish and ensure effective working relationships with other programme departments of YRCS.
• Assist in establishing a coordination mechanism at national level and participate in sector specific meetings regularly for sharing information as well as resources.
• Ensure effective working relationships with partners.
• Establish a close contact to and promote that all stakeholders at all levels are involved to ensure a smooth implementation of WASH activities for achievement of set objectives.
• Attend relevant sector coordination meetings at national level as well as governorate and district level together with the Field Officer.
• Participate in meetings within RC/RC movement and out of the Movement for sharing lessons learned and good practices
• Prepare TOR of WASH sub-committees, be part of their training and facilitate in developing local level plans and priorities.

Position Requirements
Technical qualifications
• Bachelor’s degree in Civil or Water and Sanitation Engineering or in relevant technical field, preferably a master degree or equivalent.
Experience
• A minimum of 5 years working experience in the field of community development especially managing WASH related initiatives
• A minimum of 3 years working experience in WASH projects especially of development nature, preferably with nongovernmental organizations.
• Extensive experience of writing quarterly and annual narrative reports and contributing in financial reports
• Proven experience of programme implementation through participatory approaches
• Experienced in designing training curricula, IEC materials and facilitating conducting trainings
• Extensive experience of developing annual work plans, working procedure manuals etc.
• Experienced in participatory approaches such as PHAST (Participatory Hygiene and Sanitation Transformation) and CLTS (Community Led Total Sanitation).
Skills
• Advanced skills in computers (Windows, spread sheets and word processing)
• Good command on use of GPS and technical software especially AutoCAD
• Demonstrated ability of preparing a good report as per set standards
• Demonstrated ability of working in a multicultural environment and adaptable in cross cultural environment
• Proven skills of working as part of a team and as a team leader.
