The idea of “no-document lending” clearly implied that many home loans were quite risky. Traditionally, banks had been unwilling to issue such risky home loans, as ultimately the banking institutions would be liable for any financial loss incurred if the borrower was unable to fulfill his payment obligation. However, in the early years following the dot-com crash and the September 11 attacks, banks began to change their policies for mortgage lending.
