What do you interpret from this?Your answer : It's clear as the covenants has mentioned and but not all countries do itThe ICCPR does not mention prisoners specifically as a group at risk but article 7 prohibits torture or other ill-treatment – a human rights violation to which prisoners are particularly vulnerable. The IESCR also does not specifically refer to prisoners. However article 12 on the right to health is interpreted in General Comment 14 (paragraph 34) as referring to prisoners and other vulnerable groups and both covenants apply to prisoners as to all other human beings.The human rights of women are protected by the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). The values embodied in the Convention were set out in an earlier (non-binding) statement of principle: the Declaration on the Elimination of All Forms of Discrimination against Women.Torture is prohibited under the Convention against Torture, the least-ratified of all the conventions. In January 2003, the UN adopted an Optional Protocol to the Convention against Torture which establishes an inspection mechanism to allow monitoring of prison conditions and treatment. (See the description of the European CPT below.)By contrast the Convention on the Rights of the Child (CRC) is the most-ratified convention with only two countries – Somalia and the USA – having failed to ratify it at time of writing.
