Observation:The Qatar National Vision 2030 promotes the adoption of employee creativity within the working environment as an initiative to enhance local talents. 50% of the responses from the sample surveyed confirmed that the same is HR’s responsibility; however, the remaining responses varied between either confirming that the same is within the department strategy or that the same is under documentation and will be implemented as soon as the Strategy is approved. During the meeting with the departments, it was confirmed that they promote creativity in practice and that they assess the employees on that however it is not a documented guideline or an overall adopted methodology by MOTC. Recommendation:It is recommended that MOTC empowers creativity through adopting a Ministry wide culture. MOTC may consider incorporating the same within the Scorecards/ Objectives of each employee in order to promote the culture of creativity which will result in overall organizational improvement. This element is mandatory by the Ministry of Administration and ISO Clause 5.1.1 Leadership point (i) Promoting Improvement
