The need for independent reviewAll medical research must be subject to independent ethical review in order to protect the interests of research subjects. Proposals for research involving prison populations need to be scrutinised carefully in advance by an independent body to ensure that they carry no more than minimal risk to participants, and that the special circumstances that obtain in prisons are taken into account. Research projects must also be subject to ongoing ethical overview throughout their duration. Where unforeseen events or situations arise, or where risks arise that are perceived to be greater than those anticipated at the outset, researchers have an obligation to inform both participants and the review body.Some countries have developed special safeguards that heavily restrict the use of prisoners as participants in medical research. This stems from the recognition of the relative vulnerability of prison populations, combined with the knowledge that prisoners' rights have been seriously violated by researchers in the past. Where designing research projects involving prisoners researchers must conform both to local statute and to advice and guidelines produced by national or local ethics committees, or other organisations set up to protect the interests of research subjects. All research involving human subjects must also comply with the principles outlined in the Declaration of Helsinki.Any scrutinising committee must be independent of the sponsor, the researcher and of any inappropriate political or financial interest.
