Who are we?
Danish Refugee Council is a leading protection agency pursuing our mandate to protect and promote durable solutions to displacement-affected populations on the basis of humanitarian principles and human rights. In the Middle East and North Africa (MENA), DRC apply a regional approach with operational presence in Libya, Tunisia, Algeria, Jordan, Lebanon, Syria, Turkey and Iraq.
Being operational in Iraq since 2003, DRC is today operational in the Kurdish governorates, in and around Baghdad and in South Central. Focused both on the influx of Syrian refugees and the current IDP crisis, DRC is providing assistance in a range of sectors including Camp Coordination and Camp Management, Protection, Livelihoods, Emergency Response (including food security, cash, and NFIs), WASH and Shelter.
The Iraq programme presently employs about 420 national staff and 45 international staff, but is expanding in response to the current needs through funding from various donors.
About the job
Under the supervision of the Head of Office, the WASH-Shelter Manager (WSM) is responsible for planning, assessments, implementation, monitoring and reporting of WASH and Shelter activities/projects in the assigned areas. The WSM will be responsible for multiple projects implemented with funding from multiple donors. Most of DRC’s WASH-Shelter activities are integrated, with some stand-alone WASH activities as well.
In close coordination with DRC Wash and Shelter PMs in other field offices and in coordination with the WASH and Shelter/NFI Clusters , the WSM contributes to the harmonization of WASH-Shelter tools and guidelines across the country and to the development of DRC’s WASH and Shelter strategy for Iraq.
The WSM contributes to the fulfilment of the aims and objectives of DRC’s presence in Iraq.
Duties and Responsibilities
Ensure timely and technically sound planning, implementation and monitoring of WASH-Shelter activities/projects, including budget responsibility, in the assigned areas of Baghdad, Anbar, Babylon and Kerbala;
Provide technical guidance to the Shelter Manager for those WASH activities implemented under the Shelter Program. Said support does not include implementation and monitoring.
Provide complementary WASH services (hygiene promotion, solid waste, desludging, water trucking) to collective centers and settlements receiving support from DRC CCCM and Shelter programs.
Prepare and maintain up to date work plans and expenditures plans, in line with project and budget documents;
Prepare and submit regular qualitative and analytical reports within the given timeframe;
Under the supervision of the HoO, in coordination with other WMs and the WASH-Shelter Coordinator as appropriate, recruit, provide supervision and coaching/on the job training of the WASH project staff (and other staff as appropriate), and undertake performance appraisals when appropriate;
Undertake regular field/onsite visits to ensure technical support to WASH staff and proper monitoring of the activities’ implementation in the areas of operation;
Ensure that project activities develop and are implemented in line with DRC’s mandate, policies, procedures and country strategy, as well as with donors’ requirements and national and international rules and guidelines;
Contribute to the development of proposals to secure follow on or expansion funding for the WASH portfolio as per identified needs;
Contribute to refining of data collection, monitoring and reporting tools, and to the harmonization of WASH, CCCM and Shelter methodologies and tools across the country and/or region;
Ensure Age, Gender and Diversity (AGD) approach to WASH is consistently applied through community and rights based participatory methods;
Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration and mainstreaming of AGD into DRC Wash programming, as for other programming sectors;
Engage with relevant national and international actors and actively participate in relevant clusters, sectors and working groups and other meetings in the WSM’s areas of operations for the purposes of coordination, fundraising, etc;
Prepare regular and timely updates and reports for HoO and other colleagues as needed including grant reporting submissions;
Any other duties as directed by the Head of Office.
Represent DRC at national-level Shelter and WASH Clusters ( and other forums relating to WASH and Shelter
Disseminate relevant WASH and Shelter information from the national level to other WMs, and other staff as appropriate
Coordinate with other WMs to create a WASH-Shelter strategy for DRC Iraq
