The existence of a job does not necessarily mean that it is available to anyone who is looking. Obviously, education and ability play a part in employabil-ity. Location and unwillingness of employers to consider a wide range of applicants can block access to employment. Therefore, even when jobs are available, they may not be available to all who are looking for work. The result is that there are varying numbers of people who are unemployed and looking for work.
