Background
For students to embrace the basic right to education fully, schools must be the place where students feel safe – not only physically but also mentally and psychologically. This is also important for developing traits like creativity, critical thinking, problem solving and self-confidence. One of the factors that make children feel insecure and alienated from schools is corporal punishment. Forms of corporal punishment in schools can range from forcing children to sit for long period in uncomfortable positions to hitting children with a hand or with a cane. It is humiliating and degrading to children and sometimes even causes physical injury. It also has negative effect on students' motivation and learning achievements.
Based on the findings from a 2008 analysis of the situation of children's rights in Iraq conducted by Save the Children UK, corporal punishment in schools was found to be common - with 48% of teachers in South Region of the country saying that they had used physical violence to discipline children. In fact, corporal punishment has been mentioned as one of the main reasons of students' dropout from schools. There are regulations that state that corporal punishment should not be used in schools. Nevertheless, it is necessary that a mechanism should be in place for corporal punishment to be fully abandoned and eliminated from practices of teachers. Such mechanism should assist schools and teachers to handle their students without relying on violence.
In this context, both regional and national level conferences on Positive Discipline were conducted, under the leadership of the Ministries of Education with technical support of UNICEF in 2014 so as to enable education stakeholders to develop a common understanding on various forms of and effects of violence in schools as well as alternative disciplining methodologies available in the country.
UNICEF engaged a consultant in 2015 who developed Positive Discipline Implementation Guidelines and Action Plan for MoE Baghdad and KRI. One of the recommendation of the Implementation Guidelines was to develop a Teachers' training manual to take the programme at the school level where it has to be implemented.
Purpose and Objectives
To develop a comprehensive training manual for the teachers, counsellors, school principals and PTAs to provide them with knowledge and necessary skills on positive discipline and its implementation at school and home.
On the basis of the training manual the MoE KRG will plan trainings of all relevant stakeholders and engage them in implementing Positive Discipline.
Scope of Work
The consultant will:
1. Conduct desk review of existing training material and code of conduct available on Positive Discipline;
2. meet with the key stakeholders particularly the MoE officials in KRI, teachers, principals, parents and other NGOs to get contextual information;
3. develop / customize the training manual and code of conduct;
4. present the final product in a stakeholders meeting and incorporate final comments into the manual and the code of conduct; and
5. conduct a TOT of MoE KRG officials for specific target groups.
Deliverables
1. Develop Positive Discipline training manual (or customize internationally approved training manual) with separate modules for teachers/counsellor (social workers), principals and PTAs / parents;
2. Train trainers on the new training manual taking into consideration different target groups and different modules;
3. Develop code of conduct for teachers/principals/supervisors/parents with focus on behaviour change approach.

Expected places of travel, insurance, per diem, payments and responsibilities between UNICEF & consultants are as follows:

For the assignment in Iraq UNICEF will pay travel of the consultant to Erbil in economy class via the most direct and economical route
