I ran your proposal with my manager and here is the final offer:
Project-entry payment of 1.000 Euros is mandatory. This payments will cover our recruitment process costs and it will secure you with at least 5 suitable candidates to choose from. If you don't hire any of these 5 candidates, we will give you your money back. We will sign a formal agreement for the refund policy. But as said earlier, refund policy will work only if you reject the candidates based on predefined criteria.
If you hire one of the candidates, you will pay additional 1.500 Euros when that person arrives in Qatar.
We won't hide contact information when we deliver you CVs, it is not our policy to do so. You will know who the candidates are and you will have the opportunity to contact them. We strongly suggest that you do contact them before you make your decision.
We can even organize a recruitment day on your behalf and make a stronger face-to-face connection with them. Qatar is far from home and we need to do everything to make the candidates feel secure.
