contains guidelines regarding attitude,
audience, work environment, rationale and
purpose, objectives, and teams. Scanning
contains guidelines concerning the
system, history, and context of the issue
and how to scan for information regarding
the future of the issue. Forecasting uses
the information from Scanning and
outlines guidelines regarding drivers and
uncertainties, tools, diverging and
converging approaches, and alternatives.
Visioning contains guidelines focused on
thinking through the implications of the
forecast and envisioning designed
outcomes for the organization.
